Bandwidth billing
Charging for proxy use by the amount of data transferred, usually per gigabyte.
Billing by traffic fits spiky or large-scale work on rotating pools. Both the request and the response count, so heavy pages and media cost more than light API calls.
Static lines are priced per IP for a term instead. The meter is what decides which line is cheaper for a job.
